David Gerard writes "From Groklaw: Heidi Rühle, a Green Party MEP, has presented a question regarding whether or not Microsoft should be considered as having failed to fulfill the conditions to participate in public procurement procedures in Europe, as laid out in Article 93(b) and (c) of Financial Regulation — '(b) they have been convicted of an offense concerning their professional conduct by a judgment which has the force of res judicata; (c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify' — and the Commission anti-trust penalty just happens to fulfill both of those conditions." Vogt recently returned to see the changes that cellphone communications have made in a village that still doesn't have electricity or decent drinking water. 'Gono's elders say the phones can keep them in touch with their village diaspora,' writes Vogt. 'Villagers depend on far-off relatives to send money in time of crisis — if someone is sick, if a house has caught fire, if there's been too little or too much rain and the harvest is poor. | Germany makes arrests in global phishing scam Monkier writes "PC World reports on a sting by German police resulting in the arrest of ten people suspected of a phishing scam. The group was targeted bank customers with emails from organizations like eBay and Deutsche Telekom. The team attached software to the emails that recorded data entered into the host computers. From the article: '"This case shows that criminal organizations are using the Internet more and more to gain enormous amounts of money with a supposedly low risk of being caught," said Crime Office President Joerg Ziercke in a statement. "The authorities face constant new challenges in the fight against computer crime where perpetrators are developing a higher degree of professionalism and specialization." Danica McKellar, the actress that played Winnie Cooper on The Wonder Years and Elsie Snuffin on The West Wing, has written a math book for teenage girls. 'Math Doesn't Suck' is done in the style of a teen magazine. It even includes a horoscope, cute doodles of shoes and jewelry, and testimonials from attractive young career women that use math at work. It focuses on fractions and pre-algebra and uses mnemonics like calling a reciprocal a 'refliprocal', because you just take the fraction and flip it upside down. Wired interviewed McKellar about the new book and her crusade to eliminate the achievement gap between boys and girls in math courses. McKellar graduated Summa Cum Laude from UCLA. While studying there, she co-authored a proof and presented it at a conference. | Norway moves towards mandatory use of odf and pdf Andy Updegrove writes "Norway has become the latest European country to move closer to mandatory government use of ODF (and PDF). According to a press release provided in translation to me by an authoritative source, Norway now joins Belgium, Finland, and France (among other nations) in moving towards a final decision to require such use. The Norwegian recommendation was revealed by Minister of Renewal Heidi Grande Roys, on behalf of the Cabinet-appointed Norwegian Standards Council. If adopted, it would require all government agencies and services to use these two formats, and would permit other formats (such as OOXML) to be used only in a redundant capacity.Reflecting a pragmatic approach to the continuing consideration of OOXML by ISO/IEC JTC 1, the recommendation calls for Norway to 'promote the convergence of the ODF and OOXML, in order to avoid having two standards covering the same usage.' According to the press release, the recommendation will be the subject of open hearings, with opinions to be rendered to the Cabinet before August 20 this summer.The Cabinet would then make its own (and in this case binding) recommendation to the Norwegian government." | Yakuza review In the age of months-early previews, reviews the day the game ships, and opinionated bloggers, it's always really nice to find something unexpected in a videogame. I went into Yakuza expecting something like GTA in Japan, and was very pleasantly surprised. I've been frustrated by this before, but here Amusement Vision presents an engrossing story strung together by a bare minimum of gameplay ... and it completely works. Yakuza is a Japanese gangster story with a uniquely cultural outlook, some very different minigames, and a zen-simple but highly enjoyable combat mechanic. If storytelling and character development mean as much to you as framerate and polygon counts, read on for my impressions to see if this title is for you. Yakuza review

The drive was the size of two refrigerators, weighed a ton, and had a vast 5MB capacity. They also discuss the future of data storage." From the article: "Experts agree that the amazing gains in storage density at low cost will continue for at least the next couple of decades, allowing cheap peta-bytes (millions of gigabytes) of storage to corporations and terabytes (thousands of gigs) to the home. | Is there such a thing as a final cut? heidi writes "There's an insightful article over at CNN's entertainment section about the tinkering of recent cultural history. Apparently, there is no such thing as a final draft any more, and author Todd Leopold does a great job of showing how this is revisionist history at its, well, oddest. Aside from the many examples he cites, such as the 'new' Capote novel and the changing of Star Wars to show that Greedo shot first, i can think of the 'new' Camus novel that i read a few years ago and the way that The Wizard of Oz had the 'ding dong the witch is dead' song edited out. In an era where our entertainment has come to define us and to fill, however (un)completely, the spiritual void that we inherited from the Boomers, messing with our stories isn't necessarily a positive thing, creative genius aside." Is there such a thing as a final cut?
